Anyway, haven't various departments at various points sent out material
as Word documents with, embedded in the document, a whole load of
earlier versions, distribution lists, names of files, and so on?

There seems to be a split in government thinking - how unusual.
Whilst the NSA-types are putting together things like SELinux for
maximum security, maroons at the other end manage things like
