Pipex use BT's network right? I'm with Bulldog (via Poplar), and haven't 
had any problems recently (though did over the summer - for which they 
seem to have given me a free month which is nice). They have their own 
equipment thanks to LLU.

Unsuprisingly (given the area), that exchange is pretty highly 
populated. One of the reasons I choose to go with Bulldog (despite 
issues over lead time) rather than BT when I moved into the area was 
because at that time it was "Red" capacity level. See

fun facts and figures. Since then BT have added more DSLAMs, but it's 
still Amber. (Though actually, that page looks like it hasn't been 
updated since August.)
