That's a useful couple of links, and in somewhat diffuse way
they basically point out that very fast unloaded Linux systems
with TSO capable cards and 2.6 kernels are in effect their own
TOEs: if you don't need to fully offload, don't. So both
arguments are defensible depending on circumstances.
