I get much better results than that on a rather less highly-specced
PowerBook running Debian/PPC.  On that laptop, OO typically takes 5
seconds to load (and only slightly longer the first time).  I don't have
a "desktop environment", just Ion, so I don't think shared libraries can
be the difference.  I don't even have prelink installed, so I don't know
what explains the difference in speed.
