Unless it's some horribly strange setup, the usual setup is running the various
qmail processes as daemons (local delivery, remote delivery, etc.), BUT the
qmail-smtpd process itself is started from inetd or equivalent. It could well
be that Fedora's (x)inetd is causing the issues with the reverse DNS. Check
your configuration :-)
