See if the router/modem logs indicate that it's dialling on demand,
rather than staying on all the time? If so that could conceivably
present a situation where the first few packets [ie, first request] is
rejected by the router but the rest goes through...

If you're getting 404 errors then it's not a DNS issue - 404 would be
returned by the remote webserver to indicate that the resource you
requested was not available.
