An ATX PSU can be switched on from standby by the main processor, while
some standby power is available for a modem, LAN, keyboard, etc. In fact it
may be the other way round, the main processor may hold the ATX PSU in
standby mode. This is to enable start-on-LAN, etc.
I have seen a short stub instead of a pin on a CPU, which is why I said
check the plating. A rotated CPU should not plug in far enough to grab a
pin.
Suspect another fault, such as memory not seated correctly - it sometimes
requires a very hard shove plus some assistance from the locks at each end.
Some people assemble the motherboard and RAM on a solid insulating base,
just some thin sponge padding under the board, before mounting the board
inside the case for fear of cracking the board.
Take precautions against static, I avoid clothing that could generate
static and earth myself to the metalwork before handling cards, and avoid
touching connectors.
