  Yes, there is a per bag charge. In fact, several months ago you
could get a flight for several people without any bag.
   After a while, If you wanted to carry luggage, you had to pay (5,
10 pound?), that luggage should weight less than 15Kg.
  After a while, you must pay for at least one bag, independently of
how many people.
  And now, you cannot get a flight for two and carry just one bag, you
must pay one bag per person, even if you're going to need one bag (or
none at all).
