Not so stupid - it lets people who use *your smarthosts* for sending
e-mail include those smarthosts in their SPF records without having to
update their records each time you change the smarthosts. Obviously if
they also send e-mail from elsewhere then they will need other entries in
their SPF records as well.
If you don't publish such a record, then anyone routing outward e-mail
through your smarthosts needs to be notified each time you do a
configuration change so that they can update their SPF record.
