Some computer power supplies remain on standby, with no real mains switch
on the computer. Power is applied to parts of the motherboard so that the
soft-on system, wake-on-lan, etc, work. Switch off at the supply if you use
the mains earth.
We avoided painful shocks while earthing ourselves by holding a metal
object such as a key to make the contact and spread the current over a
larger area of skin.
