Their sales drones insist that it's impossible, but if you escalate your 
enquiry up to someone with a little knowledge, you can persuade them to ship 
a box without the Microsoft "Operating System" pre-loaded.  It takes time and 
a lot of patience!

Partly.  They also pay off the "right" politicians and judges, which helps a 
lot!
