No idea, but this is what mine says:

             Downstream   Upstream
Data rate    8128         448
Noise margin 12.8         24.0
Output power 17.8         12.3
Attenuation  14.0         8.0

Can someone explain what these figures mean?

Try a traceroute/tracepath and see if a particular hop is causing the
problem.
