I seem at last to have found the answer on this one.

The problem lies in the way Debian shuts down the system.  Although one
sets the appropriate options on the NIC with ethtool, the shutdown
process of the system then unsets them before the system is powered off.

By commenting out the invocation of "ifdown" in /etc/init.d/networking
it can be made to work.

I'll file a bug report against ifupdown.
