Ah well, funny or not 'vi' doesn't do much better.

When I 'vi /tmp/test', insert mode, then press the pound key, I see
the UTF-8 sequence appear:

\xc2\xa3

So I'm guessing it's some sort of charset problem still, but no idea
where to start looking.
