[Gllug] Is anyone else getting download rates near zero today?

Hello,
   I normally get around the theoretical maximum download rates, with over
200Kbps on average, but this weekend my firewall has been reporting an
average of around 20Kbps, with a few peaks reaching 100Kbps, now close to
zero. Traceroutes appear normal.
   Is this likely to be a contention problem, BT throttling, or another
equipment failure? Or just too much junk being thrown around by compromised
machines? The ADSL router is showing a rock solid 2272Kbps link.
