AIUI, the price of subscriptions for a mag only just covers the
printing/distribution costs. The profit comes from advertising.
So the question you should really be asking is - can you find enough
advertisers to make it worth printing a new magazine ?
A guy I know wanted to start a new Linux mag. in Danish - it would have
been the only native language Linux mag, but he had to give up after not
finding sufficient advertisers.
