Certainly sounds like a dead PSU !!

Personally,  I think 300W sounds rather too small.
No idea what you have in the box,   but these days boxes seem to be well
loaded-up with junk that consumes plenty of power (and of course the CPUs
themselves get greedier and greedier).
I would go for a heftier PSU if I were you - on the good old basis of
'ample beats adequate' !
