If HP insist that MS Windows is an integral part of the laptop then it
must follow that the terms of the Windows license, particularly the
rejection clause for the software are applicable.

You seem to have misunderstood the discussion. We're talking about
hardware support not software support.
As has already been explained numerous times there is reasonable basis
upon which to refuse hardware support when it is standard practice to boot
from a known good software image for testing - your existing Windows
installation cannot meet that definition given how every application ever
installed replaces parts of a Windows OS.
Clearly Windows on a laptop returned by a customer reporting a fault
cannot match the stated requirement that it be in the same condition as
supplied unless the customer has never used it, never updated it, etc -
it's no different from Linux in this respect.
