Absolutely.

MS can't do anything with the NT kernel.  It's just a (mostly)
undocumented binary blob.  Any attempts to change it cause massive
problems.  There are no real kernel programmers left at MS - they all
left when Ballmer took over.  Vista still uses the same NT kernel as Win
2000!
