The document it refers you to can be found at

It's a short sensible document, dating from October 2004, which
contains, amongst other things, the wish to remove the reliance on
individual IT suppliers (page 5). It would interesting to hear of cases
where this has happened in the last two years or so. I can't offhand
think of anything high-profile, but then I'm not in touch with
government IT contracts, either directly or on the grapevine.

I suspect this is just a case of saying the right thing and doing
something else,
