There's some serious manipulation of the figures going on (as is
generally the case with government "statistics")

Also, reported crime figures are dropping because most victims realise
that there's little point in reporting anything to the Police these days
(apart from the inevitable Insurance Claim paperwork that demands a
Police incident Number).
