I didn't claim that bus lanes were introduced at the same time but rather 
that they are far more likely to be the cause of better traffic movement 
for buses.

My brother used to drive a bus in London and he was clear that the 
introduction of bus lanes was what enable them to run buses on time.

Nonsense.

The fact that bus lanes are enforced/respected as such is what makes them 
a success. The generation of additional congestion elsewhere (as happens 
with the congestion zone) is a burden on all other drivers not bus 
drivers.
