They are for definite?  The one doesn't follow from the other.

This service really should be hosted externally because that would

	* Save on office bandwidth
	* Remove a dependency on the office DSL line
	* Make it easier (in conjuction with other steps) to avoid
	  blacklisting

You could simply set up something on a Bytemark (or similar) box, you
could use one of the many online services for bulk mailing lists or
there are some companies who will sell you a Linux server pre-installed
with a copy of their spamming tool.

Of course, none of that is any use with the Windows app they are
currently using.

In the short term, they could set up a simple smtp server in the office
and have the bulk-mail app talk to that instead of to the ISP mail
server.  That would probably escape the ISP's notice in the short term,
at the cost of an even higher likelihood of individual messages being
treated as spam.

I could go into more detail but a) I don't know enough about the company
you're dealing with and b) it sounds as if you're going to get paid by
them and I'm not.
