This is simply not feasable. The fact is that email is a success because 
it doesn't require stupid things like global pre-registration and 
certification which you would need for everyone ever issued an email 
address for the above fantasy to be possible.

Wrong. The purpose of the protocols used for email is to facilitate the 
exchange of email. They are very much fit for purpose as the success of 
email demonstrates.
