It is most likely a javascript "alert()".

Even with popup blocking enabled, if a popup/alert occurs due to a
click event, it will still show up.  This is a necessary compromise to
allow a lot of sites to work.  I guess it depends on which popup
blocker you use and what options you have enabled, but this is
generally how it works.
