I moved away from an LLU service and didn't have any problems like that.
The original provider started by using the BT line, then unbundled the
line and gave me another physical line. Some time later I decided they
were overcharging by more than I was willing to pay, so I moved ISP. Of
course this was made easier by the fact that my BT line didn't have a
DSL service on it at the time, so I just had one installed there, then
ceased the LLU - and in fairness this was at the end of the contract year.

Call me a socialist, but I don't think an operator should be given a
licence to provide telephony service if they don't agree to connect 999
calls. There are some things that should just be requirements of
infrastructure suppliers, and life-saving services fall in that category.
