Beware of LLU. Once you are on an LLU service it will cost you to escape
if you find the service less than satisfactory.
Also note that LLU is expensive to provide. LLU operators are working on
the expectation that they can sell you lots of services over the line. If
you don't subscribe to those services you may find that it's not easy to
get the deal you want.

Why should an operator connect your 999 calls (which cost a LOT for the
operator to connect) if you are paying them very little or nothing for
those calls?
