Every single advert for 8Mb ADSL tells you you won't get 8Mb. Anyone
who's ever downloaded anything on the Internet knows the speed is variable.
Perhaps a better strategy would be to tell him to ask his ISP so it's
their problem, or suggest he find better things to worry about ;)
