Yes, it is a reasonable expectation. You seem to be under the impression
that people will always have a telephone service on the wire coming into
their home. That is not a reasonable expectation going forward. There is a
lot of industry pressure for access to the "last mile" connection without
a phone service on the line for the provision of broadband and VoIP over
that.
Moreover there are plenty of sites with VoIP as their only phone service
in use already.
