Does the ping have to be from 192.168.123.200 to 192.168.123.203 or
would pinging anything from 192.168.123.200 fix the problem?
It could be a Spanning Tree problem, if your switch is complex enough.
With Spanning Tree configured, switches may decide to block traffic
thruogh a port until they see enough traffic through it to determine
whether the device at the other end of the cable is a switch or a host.
If this is the case and you don't need Spanning Tree, turn it off. If
you do need Spanning Tree, try turning it off apart from on those
ports which do connect to another switch (although that is a strategy
which carries a certain amount of risk).
