[Gllug] 'arp' problem ?

Here's a weird one:
while playing around with a new debian box on our network the following
behaviour occurs:

pings from the new box on 192.168.123.203 to all other boxes on 192.168.123.0
work fine  except for pings to 192.168.123.200

pings (or other connections) to 192.168.123.200 simply hang until some
pings are done from 192.168.123.200 to 192.168.123.203  (which take a few
seconds to start up !)

the arp tables in both machines have entries for the other machine

So I am wondering if the problem lies within the boxes or within the (unmanaged)
3com ethernet switch?

Any suggestions as to how to pin it down ?
