Hmm,
 not exactly accurate response from TFL, since as an old age pensioner I have 
a card that allows me to travel for free all the time (certain hours 
excluded ) countrywide. 

A disabled person travels free 24/7 on a similar card.  The hacker only need 
carry a walking stick/ sword cane / air cane as a disguise
