I was thinking of Inkscape, too, primarily because it's SVG. That
means you should be able to stick it on a web page, and have end users
fill in the labels, and then use exactly the same drawing code to
produce the final output. Inkscape has some basic support for
scripting, so the process can be automated when the user hits the Go
button on the web page.
