There's lots of discussion about how to fix poor dependency choices in
Fedora on fedora-devel-list, for example:

If you file a bug about a particular package which in your opinion
unnecessarily depends upon NetworkManager, then it'll get looked at.
It usually means the packager needs to create a subpackage isolating
the dependency.  As, for example, we are doing with collectd:
