Indeed, but nobody intelligent advocates either of these options.  The
ideal (which is often rather unfortunately and misleadingly referred to
as "bottom posting" - which it isn't) is to quote just enough to give
context and then add your comments to what you've quoted.

Lazy posters who just quote the whole of what came before and then add
their bit - whether at the top or at the bottom - will always find
themselves moaned at.
