I have no experience of DocBook but LaTeX is fine once you get the hang of it.
I think it depends on what you might use either for outside of the project you
have in mind. LaTeX or TeX is significant in some publishing areas e.g. mathematics
and physics, and rather good for typesetting a book so developing that skill would
stand you in good stead in those directions.
You can always produce pdf from LaTeX. I've not needed to translate LaTeX to (X)HTML
but other posters have commented in this area anyway,
