The answer depends on the workload.
But the idea is good. It's basically what we call "VDI" - virtual
desktop infrastructure. Mostly it's about managing many persistent
Windows guests on top of a solid base (ie. Linux and KVM, using KSM
and domain management techniques to reduce and spread resources as
needed).
