Most council housing is just fine. Some estates may become no-go  
areas, but that's hardly exclusive to council property.

I grew up on council estates. Oddly enough, they're much the same as  
the middle-class ghettoes out in the suburbs, except that the shops,  
schools and transport links are usually more plentiful and convenient.
