[Gllug] Default debian X keyboard

Hello,
I have tried to install the current stable debian lenny recently and find
that the normal console keymap is configured to en_GB as required, but the X
keymap defaults to en_US and must be reconfigured for every new user. I have
tried to find the reference setup location but so far no luck even when
comparing with an earlier installation which does work.
I found /etc/kde3/kdm/kdmrc which is supposed to set the logon screen,
but so far no luck with user defaults. I would expect to find it in
/etc/skel /etc/default or /lib but can anyone please provide a hint. Tried
with both gnome and kde. Can be more than annoying if the required keymap is
not English and a password contains some of the incorrect characters.
