[Gllug] Computer won't turn on

Even for a modestly spec'd PC, if I have to replace a power-supply, I never
use anything less than 400 watt!  I have got throught quite a few over the
years and the lower-rated ones they often put in PCs (to save money presumably)
invariably die before the PC is at the end of its useful life.
