[Gllug] cups problem

Cups is driving me nuts. I am trying to do something that should be very
simple, the documentation hints at it, but doesn't quite say. I feel that I
am going round in twisty, turny passages all the same.
I am editing /etc/cups/cupsd.conf
Cups 1.3.7 under centos.
I want to allow administration via the web interface. Granting access to
other machines is easy:
Listen *:631
I want to have 2 users:
1) start/stop printers, reprint/...
2) add/modify printers, anything else
There is a lot of documentation, but completely useless.
Google hasn't helped, can anyone please point me at something that may help ?
