Then you still want full disk encryption and strong passwords.
1. It's about training people that it is *never* acceptable to use poor
passwords or to take data security lightly.
2. You are making the assumption that only the users you expect to use a
system are actually going to use the system. This is a very poor and
dangerous assumption (consider theft, for example).
