[Gllug] Proposed broadband improvements

I havn't followed the publicity on this proposed fibre rollout to the cabinet,
but I assumed that they would be puting a compact dslam in the cabinet and
accordinhly exitsing ADSL2+ modems would wtill work, but at higher speeds due
to the dslam being physically much closer.

The battery point is a really interesting one - there will need to be 50volts
reliably available on the existing analogue pairs somehow!
