I have been with VirginMedia (formerly Telewest) for over 6 years and I 
have had only two very short outages in that time.

I'm on their 20Mb service for which they throw in a free wireless 
router. There is traffic management as outlined here:

On the whole I have been very pleased with their service ( I also take 
landline and tv)
