[Gllug] Dealing with "Word-Only" organisations

Hi all,

One for the collective brains here.

A certain "arms-length" government body runs various schemes where the
application forms are laden with Word macros. They don't appear to work
on Open Office 3.2 (formatting issues with the document, and the macros
don't execute either), and I have been advised not even to use Word on
the Mac to edit them...

Is there anything more likely to render the document correctly and
execute the macros? And is there any principle that such a body should
make their forms accessible to all, regardless of whether they own Word
or not?
