If you are using Xfree86/xorg, I would have said look at /usr/share/X11/xkb 
this would make it a system wide change.

namely

/usr/share/X11/xkb/symbols/gb

copy gb to kgb then edit that

in your xorg.conf /etc/X11/xorg.conf change it to so it uses the new file.

 Option         "XkbLayout" "kgb"
