I agree re her local PC shop, but this plan of yours also rather depends on
what she actually uses her PC for.  

It would be good to know what her typical usage is and what her 'typical
issues' are.  For example, how does she use email - web or POP2/SMTP to Outlook
Express?  Does she use MS Office and how would she cope using Open Office
instead, along with the need to convert to different document formats?

Obviously there is no Photoshop in Linux so she would have to learn about
equivalent software in Ubuntu.

I would suggest trying a dual boot system first.  I don't think she would be
too happy to have you install Ubuntu and leave her with a system that doesn't
provide what she needs.
