WOS is your friend here, for anything related to Spectrum emulators.
They have a page about getting data from tape. It doesn't look like
there's much in the way of Linux software to do it, but maketzx looks
like an option. Or if that doesn't work, you could try running one of
the DOS/Windows ones via dosbox or wine:
