Isn't hplip already packaged for Ubuntu? It has a number of
dependencies, the absence of some of which leads to silent failures at
runtime, and a package would resolve all of that for you.

I strongly suspect that you are lacking SNMP MIBs: hplip locates the
printer via SNMP, and without any MIBs it cannot interpret the reponses
from the printer.
Is there anything in /usr/share/snmp/mibs? If not, you may want to
install snmp-mibs-downloader and let it populate that directory for you.
