Surely they have a switchboard, ask the person calling you to tell you
what is his department and then call the switchboard or any other
published phone numbers.

I would record the calls (just let them know, otherwise it may be
illegal) so you have proof that you are not being difficult, just
diligent with your safety (and I would write a very nasty letter to
whoever heads the agency and the minister responsible, I am sure that
people fed up with dealing with the system would eventually give their
personal data, scammers know this and will keep trying. It is a
complete disgrace that the government is not sensitive to this).
